Prepare 18 muffin pan with paper baking cups, sprayed with cooking spray; set aside. To prepare brownies, combine brownie mix, water, oil, and eggs in a mixing bowl. Mix well. Fill lined cups with 2/3 full batter. Press one peanut butter cup into batter in each cup until top edge of candy is even with top batter.
